Road Map to check sex determination.


 Chief Secretary Jain was reviewing the implementation of PC-Pre-Natal Diagnostic Techniques (PNDT) Act at Secretariat on Monday. He expressed his concern towards decrease in sex ratio in the state. He pointed out that as per the 2011 census, the child sex ratio of children between 0 to 6 yrs was 1000:886 as against 1000:967 in 2001. Describing it a warning bell he directed the officers to prepare a Road Map to check sex determination. Directing to position Active Trackers on Ultra Sound Machines he said that these Trackers would send SMS alert messages to DMs and CMOs about the sex determination tests taking place, after which the concerned Ultra Sound Centre would be penalized. 
He directed the senior officers to release Government Order and DMs made responsible to check the sex determination. He also asked them to constitute Coordination Committee to maintain coordination amongst various departments. The Chief Secretary instructed them to prepare check list of the road Map and monitor time to time.
Mr. Jain laid emphasis on making online record of Ultra Sound Centres and said that registration of those be cancelled found not uploading the records. He advocated maintaining records of deliveries and drops of expecting mothers through Asha and ANM and investigate reason behind the drops. Information about number of abortions be collected through Health Information Monitoring System (HIMS) and ensure that sex determination was not the reason behind abortions. Mr. Jain also directed the officers to initiate Abortion Audit System like Maternal Death Audit system. He instructed them to constitute State level and District level Cells under PC-PNDT Act and appoint Nodal Officers. He told them to inform general public that abortion after 12 weeks was illegal and this was also life threatening for the expecting mother.
The meeting was attended by Principal Secretary Health Dr. Ranvir Singh, Secretary Medical Education Manisha Panwar, Additional Secretary ICDS Amit Negi, Additional Secretary Health Piyush Singh, District Magistrate Ravinath Raman, DG Health Dr. SP Bhatt and other senior officers.
